  • 1/2 red bell pepper
  • 45 green onions
  • 1 cup mayonnaise
  • 2 tbsp apple cider vinegar
  • 1 tsp garlic powder
  • 1 tsp sugar
  • Salt and pepper to taste

Instructions

  1. Cook the elbow macaroni in boiling salted water until al dente, then drain and rinse with cold water.
